Eye make-up removers are used on a cotton pad or reusable cloth, held briefly against closed eyes and then wiped away. The category covers mild micellar-type liquids for everyday make-up, bi-phase products that need shaking to mix their two layers, and oil- or balm-based removers aimed at long-wear and waterproof formulas.
Water-based removers rely on mild surfactants or solubilisers such as POLOXAMER 184, PEG-6 CAPRYLIC/CAPRIC GLYCERIDES or DECYL GLUCOSIDE, together with HEXYLENE GLYCOL or GLYCERIN. Bi-phase products combine a water phase with an oily phase of ISOHEXADECANE, ISODODECANE, CYCLOPENTASILOXANE or esters such as ISOPROPYL PALMITATE, which dissolve waxes and polymers used in waterproof mascara.
Soothing ingredients like PANTHENOL, ALLANTOIN or CENTAUREA CYANUS FLOWER WATER appear frequently, as do buffering agents that keep the pH close to that of tears. Many eye make-up removers are fragrance-free, though some include PARFUM; checking the end of the list for named allergens such as LINALOOL or LIMONENE quickly answers that question.
Preservatives in this category often include PHENOXYETHANOL, SODIUM BENZOATE or POLYAMINOPROPYL BIGUANIDE. The latter is a common ingredient in removers and is listed in Annex V of the EU Cosmetics Regulation with its own conditions of use. Bi-phase removers often contain few or no water-soluble preservatives in the oil layer, so the system is chosen to cover both phases. Checking the end of the list shows how a given product solves this.
