Mouthwashes are liquid oral hygiene products that are swished around the mouth for a short time and then spat out, usually after brushing. As cosmetics they are meant for the teeth and oral cavity, and the label normally indicates how long to rinse and whether the product is suitable for children.
The base is AQUA with humectants such as GLYCERIN, SORBITOL or PROPYLENE GLYCOL; some formulas also contain ALCOHOL. Common functional ingredients include CETYLPYRIDINIUM CHLORIDE, ZINC CHLORIDE or ZINC LACTATE, and fluoride sources such as SODIUM FLUORIDE. Solubilisers like POLOXAMER 407 or PEG-40 HYDROGENATED CASTOR OIL keep the flavour dissolved, while SODIUM SACCHARIN or XYLITOL provide sweetness and MENTHOL a cooling note.
Flavour in oral care is declared as AROMA rather than PARFUM. Fluoride in oral hygiene products is regulated in Annex III of the EU Cosmetics Regulation, which sets a maximum concentration and requires the fluoride compound to be indicated on the label. Colourants appear as CI numbers at the end of the list, and preservatives such as SODIUM BENZOATE must be among those permitted in Annex V.
