Tea tree oil: SCCS proposes concentration limits

The SCCS considers tea tree oil safe only up to set levels per product type and not in sprays, which signals a future Annex III restriction.

What changes

Tea tree oil (Melaleuca Alternifolia Leaf Oil) is popular in anti-blemish and scalp products. In its final opinion (November 2025) the SCCS found it safe for adults at up to 2.0% in shampoo, 1.0% in shower gel, 1.0% in face wash and 0.1% in face cream, for oil meeting ISO 4730:2017, and not in sprayable products. The Commission usually turns such opinions into an Annex III entry, but no draft has been published yet. Nothing changes legally for now; brands using higher levels, especially in leave-on products, should prepare.

Key dates

No legal act or draft exists yet, so all dates are empty. The SCCS final opinion was adopted in November 2025 (reported as 14 November 2025 by secondary sources; date not checked against the SCCS register). It was not included in the Omnibus IX draft; a future amendment with its own transition periods is expected but its timing is unconfirmed.
