Retinol and vitamin A esters: limits and a new warning

Retinol, retinyl acetate and retinyl palmitate are capped at 0.05% retinol equivalent in body lotions and 0.3% in other products, with a mandatory vitamin A warning.

What changes

To keep total vitamin A intake (food plus cosmetics) within safe levels, Regulation 2024/996 limits retinol and its esters to 0.05% retinol equivalent (RE) in body lotions and 0.3% RE in other leave-on and rinse-off products. Every product containing them must state: “Contains Vitamin A. Consider your daily intake before use.” Since 1 November 2025 only compliant products may be placed on the market; older stock (for example face serums above 0.3%) may be sold until 30 April 2027. Retinal (retinaldehyde) and other retinoid derivatives are not covered by this entry.
