What it is
Methoxy PEG-114/polyepsilon caprolactone is a synthetic copolymer consisting of a methoxy-capped polyethylene glycol chain (an average of 114 ethylene oxide units) linked to a polycaprolactone chain. CosIng lists it as a buffering, film-forming and hair-conditioning ingredient. In the EU it is covered by an entry in Annex III (substances subject to restrictions).

See the EU regulation section for the applicable limits; according to the EU data, the Annex III entry concerns its presence as traces in ingredients.
