What it is
Polyquaternium-16 is a copolymer of vinylpyrrolidone and methylvinylimidazolium chloride. CosIng lists it as antistatic and film forming.
Where it is used
Used in conditioners, shampoos, hair styling products and some skin care products.

The number in the name only distinguishes it from other polyquaternium polymers; it says nothing about strength or amount.
