Water, listed under its English name.
What it is
Water is the same substance as aqua; some labels, particularly from the USA, use the English name. It dissolves water-soluble ingredients and forms the base of most creams, gels and cleansers.
Where it is used
Found in most water-based products, usually at the top of the list.
Limits of interpretation
The INCI list shows which ingredients are present, not how much of each. Above 1%, ingredients are listed in descending order of weight; below 1% the order is free.
