Butylparaben: no sprays, tighter limits in children’s products

Butylparaben gets its own preservative entry (12b) with a ban in sprayable products and much lower limits in leave-on products for children under 10.

What changes

Today butylparaben shares entry 12a with propylparaben (max 0.14% as acid, alone or combined). The draft keeps 0.14% as the general limit but bans butylparaben in any sprayable product, including mouth sprays, that may lead to inhalation. For products intended for children under 10, limits become 0.14% in rinse-off, 0.002% in leave-on and 0.092% in oral care products, following the SCCS opinion of 30 April 2025. The existing ban in leave-on nappy-area products for under-3s stays. Propylparaben keeps its current limits in a revised entry 12a.

Key dates

Not yet adopted. The draft was notified to the WTO on 8 July 2026 (comments until 6 September 2026), backed by the Standing Committee on Cosmetic Products and sent to the Council on 21 September 2026 for the three-month scrutiny period of the regulatory procedure with scrutiny. It will enter into force 20 days after publication in the Official Journal; non-compliant products may not be placed on the market from 12 months after entry into force and may not be made available (sold) from 24 months after entry into force. If published around January 2027, that means roughly early 2028 and early 2029. Exact dates are unconfirmed until publication.
