Benzophenone-1 and Benzophenone-2 to be banned

Two UV-absorbing benzophenones used mainly as light stabilisers are added to the list of prohibited substances because of endocrine and safety concerns.

What changes

Benzophenone-1 and Benzophenone-2 are not regulated today and are used to protect formulas (for example coloured products in clear packaging) from light degradation; Benzophenone-2 is also used as a UV absorber and fragrance ingredient. The SCCS concluded that Benzophenone-1 is not safe as a light stabiliser (opinion of 27 March 2025) and could not confirm the safety of Benzophenone-2, which shows clear oestrogenic activity (corrigendum of 26 March 2026). Both will be prohibited in all cosmetics. This does not concern Benzophenone-3 or Benzophenone-4, which remain regulated UV filters.

Key dates

Not yet adopted. The draft was notified to the WTO on 8 July 2026 (comments until 6 September 2026), backed by the Standing Committee on Cosmetic Products and sent to the Council on 21 September 2026 for the three-month scrutiny period of the regulatory procedure with scrutiny. It will enter into force 20 days after publication in the Official Journal; non-compliant products may not be placed on the market from 12 months after entry into force and may not be made available (sold) from 24 months after entry into force. If published around January 2027, that means roughly early 2028 and early 2029. Exact dates are unconfirmed until publication.
